Default slow operation when connection is poor

basic ops seem sluggish and it lags like crazy when service is roaming or when the connection is poor or intermittent (1x, 1xev) = sluggish. 1XEV = nice!

why do basic ops depend on the connection??

Can you confirm that it's not sending/receiving or running anything in the background when it's sluggish? What apps are running?
