Does the 8330 Curve have the ability to be an internet access point? Meaning can I plug it into my laptop and have internet access or have my laptop communicate with my phone and have my phone be an internet access point?

You cannot use it as a wireless access point but yes you can use the internet on your laptop.
You can tether it with desktop manager 6 or with an app called Tether (google it).
It may depend also on your carrier as to where you can tether or not, call them if you are unsure about whether you can or not.
