Everytime I start my Curve, I get a few network notifications with a bunch of foreign characters. It gives me the option to either click OK or Save. Any ideas why I am getting these or how I can turn them off?

Does not sound normal. If you turned yours off from cold (removed and reinsert battery) mine verifies security but no "foreign characters"

Are you on BIS or BES?

I'm using BIS. This happened from the first time I turned on the phone, and still does it now, whether it's a simple restart or I remove the battery. For example, I'm getting messages that look like this: "ÿááááááááá"
