Now I wandered over to other carriers BB pages and found that Vodafone is serving a new OS that is the same version as Optus and can be found here:

Both are multilingual but the file size for Vodafone is bigger. Any ideas? What more did they put in there?

Bah! forget it. i figured it out. Optus has English/Chinese only. Vodafone is multilingual so probably has more than just 2 languages.
