How do I ensure I'm surfing with wifi over my carrier network?

Turn your wifi and connect to a network, then go into your browser settings and set the default browser to "Hotspot Browser"

Also, when you start your browser you'll see the WiFi symbol in the upper right part of the status bar instead of the signal tower.
