Default Can we change the IMEI number?

I have a 8520 Curve and was wondering if there's a way to change the IMEI number of the phone. I read something about RadioLabTool, which can be used for that purpose. Is there a tutorial for the same? And if I do change the IMEI number, the new number will get registered with my carrier when I make a call, right?

Also, an off-topic question: which is the best place to get best non-OTA themes?

It is illegal to change the IMEI.
