have you tried running app loader without Desktop Manager?
On my computer it is located at:
C>>Program Files>>Common Files>>Research In Motion>>AppLoader>>Loader

Have you tried moving music via mass storage device and windows explorer? (if using windows. I assume a Mac can do the same but not sure how. )

Mass storage won't work with out a mem card. Nether can you transfer music without a card. That could be your issue.

You can get ring tones without the card installed. OTA (over the air) or via download or email them to your BB and saving them to your phone memory. I know this on my pearl because I tried to copy music without a card when I first got my BB so don't feel bad. ;)

The steps you were suggesting good but seemed like it wasn't working so I just backed up a step.

The card slot may behind the battery. I'm not familiar with 8700's.

A little research later: Uh oh! I think we hit a dead end.

Expansion

Zilch, nada, nothing. The Blackberry comes with no expansion slots, no add-ons possible. That includes no additional memory. Of course, due to the lack of available software, you're not terribly likely to find enough stuff to fill up the device's internal memory, so expansion becomes less important.

Sorry gho5tfac3, I've wasted your time.

I have an 8700c and i use DM 4.3 with Media Manager. I d/l just fine but you must be patient...it takes about 45 minutes to complete on my machine and seems to hang at installing Roxio Media Manager but it really isnt. Try uninstalling your current DM and d/l and install DM 4.3 with media manager. Then you will be able to move ringtones and pics from your PC to your 8700 easily.
The device detector seems to work better for me in DM 4.3
