Is it REQUIRED to have a data plan to use the browser or can you use it once or twice and it charge for the data uses?

When I try to use it I get a message saying I'm not in an area that can handle data communication. I only have 1-2 bars when I'm at my house, do I just need to be in a place that I get full service or is it just blocked?
