Just as an update, if anybody else had the same question..
After waiting 2 days from adding on BB Internet & Email plan via T-Mobile, I still did not have a browser icon. I could not access edge, and the screen continued to read "Data Service Refused".
I did, however, solve the issue. I connected my BB via USB cord to my PC. Closed the Blackberry Desktop Manager, and went to blackberry.com/update (must use IE). On the web page, there is a button that reads, "Search for Updates", and I clicked to update my BB. From there, I saved the update setup file, and ran the executable file. From there on, everything worked fine.
Yes, that is how new I am to a smart phone. Hopefully this will help someone else in the same situation.
