One (or both) of you are getting service via your company's serve (bes) and they have enabled the peer-to-peer key, which prevents your BlackBerry from communicating via BlackBerry messenger with other BlackBerry smartphones that are not on your company's bes server. You need to ask your admin (or both your admins) to disable the peer-to-peer key and then delete the request and try it again.
If neither of you are getting service via your company, then one of your devices has an IT policy still active that needs to be disabled before it will work.
