When trying to open up a PDF document that was scanned and uploaded from a website I get "Error 406: Not Accessible".

Any idea what is causing this and a work around?

I use Repligo as well, but I can't seem to send the link to Repligo to view.

Make sure that Adobe was used to upload the doc. The Blackberry software will only view .pdf files created using Adobe.

Send yourself an email with the document, then use Replico to open it.

Is the device on a BES? If it is, then the IT policy that disallows third-party application downloads is active. This is the most common cause of a 406 error.
