I am trying to sell my Alltel 8703e and I was wondering if it's locked or not so that I can answer potential buyer's questions correctly. Thanks.

It's not "locked" but other carriers like Sprint and Verizon won't allow it on their network.

That's correct. CDMA carriers don't allow other networks' phones on their networks like GSM carriers, even if the model number is the same.
