Our BB users have reported that when they create a calendar event on the BB that the correct time is displayed on the BB, but when sync'd with Outlook, Outlook shows the appt one hour later. Appts created in Outlook show correct time in both Outlook and on the BB. I have run the BB DST utilities and they tell me that no devices require the DST update and none require time zone repair.

Has anyone else had this issue and if so, how did you resolve it?

We're having the same issue with at least several Verizon 8830's in Hartford CT.
I'm on hold now with Verizon trying to research this.
I'll post if they come up with a resolution.

The RIM tech checked our versions of the cdo.dll and mapi32.dll files on our BES and Exchange server.
The files can be found in c:\Program Files\Exchsrvr\bin
He indicated the cdo.dll on the BES server was not current enough.
They gave the following instructions for updating those files on the BES server:
• Shutdown services on the BES
• Install Exchange SP2 on the BES
• Install Microsoft DST patches on the BES
• Reboot
• Check that the services started back up
• Test if the problem has been fixed

We’re going to apply these changes and will post a follow up.
From the discussion with the tech, there are several other things that could cause this issue, although we didn’t go into those specifically.
