8830 Contacts not synching -

I am switching an 8830 from one user to another. The previous user used the Blackberry web site for synching to the Exchange 2003 server. Unfortunately I do not have his login/password to remove his account from the site. I called Verizon and they claimed the old user does not have a login or exist on the site.
The new user is on our BES on site server. I have wiped and activated twice. Email synchs fine but the old users contacts keep coming back and the contacts from the BES I switched to are not synching. Someone suggested I delete service books CMIME and Desktop[Sync] and push out the service books. That didn't work either. As I said email synchs but contacts do not. The old contacts keep returning when I activate.
