Found the Asian language support version of 4.5 for the 8820 from the Blackberry Hong Kong CSL download site.

8820EastAsia_PBr4.5.0_rel62_PL2.7.0.61_A4.5.0.44_C SL.exe

Check again, 4.5.0.55 is newer official release. PCCW and many others have .55 already.
