Can i put the newest Rogers software on this device? This 8800 is unlocked.

yes, you can use any OS you would like from any Carrier, as long as it's made for the 8800 GSM

I bought my 8800c the day they came out but I am on TMO. I got it unlocked. Now that TMO has the same phone, how do I make my 8800c a TMO 8800?

The 8800 is the 8800, whether it's on TMO or Cingular.
If you're talking about changing the splash screen with the carrier name when the device is booting up... you can't change it.
