The PIN is in use by the previous owner and is still register to their account. There are only 2 ways to get it released that I know of. One, have the previous owner call their carrier and cancel their BIS account which will release it. Or two, the new owner call their carrier and plead their case. Some carriers will help, others will not.
or try 3. (I think this will work)
get someone with a BIS account go in and "change device" put your PIN and IMEI.
wait while it all loads up on the BlackBerry.
once its finished change it back to your friends IMEI and PIN
that will then allow you to create a new account. (in theory)
the IMEI and PIN are no longer associated to a BIS account??
so you maybe able to create a new one!
don't forget to wipe your device!
