Default BIS Restricted/Not Working ??

Is this the case. My 8900 is on a BES. I use to be able to get emails through BIS (ie. setup personal emails addresses). Now I can't and the CMIME service books for that address now say are disallowed.

Does that mean they have been restricted by the BES admins.
