Do you know what program you are using?

For GPS to work, you need to be outside with a clear view of the sky. It can take 20 minutes to lock on - not normally, but be patient.

Do you have BB data plan?

As above, what map application are you using? Go to the GPS and Mapping section and check the yellow sticky at the top. It has reviews of most of the map applications. Most popular free ones tend to be BBMaps and GoogleMaps.

No it comes with an app called Blackberry Maps which is fine. You probably need to go to Options-Advanced-GPS and put Data Source as Device GPS andGPS Services to Location On and Location Aiding Enabled. Then you can hit the menu botton and Refresh GPS then it scans for satellites. Be outside if you can. When it locates you there will be latitude/longitude coordinates on that page. Then you're good to go.
