How would that turn the BlackBerry into a radio station?

A little clarification from the OP would go a long way here.

Are you wanting to stream radio from your BB?

well what my friend did he gave his phone a frequency, and then he looked it up on the radio(Hi-Fi). so in other words he played the music from his phone on the radio trough radio waves.

I don't think the 8900 has anything like that built in. However, I'm sure you could get an FM handsfree kit that would do it. I've seen some that use Bluetooth A2DP but am not sure they are compatible with the 8900.

What he would be using is probably an FM Transmitter like an iTrip where it simply transmits what it receives from the headphones port. Search FM transmitter on eBay and you will find what you have described.
