Yes, I have. It's an AT&T branded device issue.
AT&T branded device with AT&T SIM = No 3G/2G selection
AT&T branded device with any other SIM = No 3G/2G selection
Rogers branded device with Rogers SIM = Yes 3G/2G selection
Rogers branded device with any other SIM = Yes 3G/2G selection
