|  Bold can only be unlocked to selected countries?

The story is I asked my antie in Germany buy for me a Blackberry Bold of T-Mobile Germany. However, the saleman told her that the Bold can not be unlock to use in my country (VIETNAM).
Actually, there are aot of Blackberry phones available in Vietnam, almost all models, but I have noticed that they all come from AT&T or T-Mobile US.
It confuses me, anyone knows clearly about this unlock thing? Tell me please.
