I'm looking to upgrade my 7130c to the new Bold and wanted to know if it will be possible to order one without a camera?

Nope, camera is stock.

Is the camera not allowed for you by a corporate policy?

Most of my clients that I visit do not allow camera phones. Can it be removed?

No, but it can be disabled. It still shows externally however.

The 8820 might fit your bill. No camera (on any of the 88xx series), but it comes with WiFi and GPS. I'm running OS 4.5 on mine with a Bold theme and it's pretty sweet.
