Default can't sign up for 2 year upgrade?

Ok so here's my story. Hoping SOMEONE can help me out and save me some money.

I work for radio shack and am on a 3rd party employee plan which they called an ANR account. So I went to at&t corp store today because radio shack won't be carrying for sometime this phone and I was like yeah I want the bold and to upgrade because I wasn't tied down to a contract at all and they told me after 20 mins of trying to call all sorts of people that I can't upgrade. I need to pay the full 550 for the phone, which I know is crazy! I know I can upgrade and I even asked my rep.

Is there anyone out there that knows anything about this and could help me out by any chance?

You are officially on an employee plan I believe. Which means you cannot upgrade in store

If you are not tied to a contract, then simply sign up as a new customer. Don't even say the upgrade word.

Oh really so would I have to call at&t to upgrade then? Because I thought I could just go to any at&t corp store.

Well then I wouldn't be able to get my employee plan haha and it's pretty sweet and I don't want to leave it.
