This could be the way you installed the 4.6 DM (desktop manager).
Depending on how you installed the DM, this may be impacting your ability to receive email. (an assumption on my part as you have not given enough information.) Please review the install for the DM to shed some light on how the BB Redirector works...
Also...
If Outlook is open BB is not receving mail, that means Outlook is not set to 'Leave a copy on mail server' and it removes the message from server and in turn BB never gets that message.
Now if BB is receving mail if Outlook is open that means is set to leave copy on sever.
Basically if you only want to see mail on BB while Outlook is turned off, uncheck 'leave a copy on server' option .
