Did you do a search? Did you read the FAQ?

WiFi on BlackBerrys- General Questions - BlackBerryFAQ

What do I need a Data Plan for? - BlackBerryFAQ

You need a Data plan to reach Google. I think Facebook is the same. Don't use it so I am not 100% certain, but I have read a bit lately about problems with Facebook.

Yes, you need to have a data plan through your service provider in order to access them.
