I experience this too. I miss nearly every call I get during the day when I'm out and about because I don't feel the vibration. To my knowledge, there isn't a fix for this (hopefully there is and someone will correct me). I just try to compensate by putting the notification volumes higher.
No settings that you can adjust to increase the vibration unfortunately. It may get corrected when the OS is updated, but other than that, not much I can offer by way of a quick fix.

Try 3 Vibrations instead of 1 or 2 in the interim.
There is a Test Module and when you test Vibration it vibrates longer than when you get a call. So hopefully RIM will increase the duration of the vibration if they can't increase the intensity due tot he case design or battery power. Yes most of us can hear a Curve or Pearl vibrating in the next room. BB Bold is Whimpy from Popeye by comparison.
One thing to try is put the BB Bold on a hard surface like a desk with the belt clip during meetings. The plastic belt clip against the desk will make more noise when it vibrates. Wearing the BB Bold on your belt doesn't help and makes it worst. Maybe a plastic hard case laying flat on a hard desk will do the same.
Yes everyone using a BB Bold in Vibrate Mode is missing calls. Crazy they didn't notice during testing. Stupid Red Light doesn't flash often and is covered by the Leather Case.

That's another thing I noticed that if you put the inwards in the pouch you miss the light who wants to put the face out
You could a program called Vibe and Ring; it allows you to set the length of the vibration, but not increase. I found that with it vibrating long enough I eventually feel it. Not a great fix, but better than nothing.
Do your belt up an extra notch if you wear a holster. With the holster "clamped" up against your body you're more likely to feel the vibration. Not necessarily comfortable though :-|
Get a skin and carry it in a pocket rather than on the belt. Doesn't make the vibe any more intense, but having it in a location other than on the belt mike make it more noticable.

I agree, although I'm fine keeping it without a skin as the sole occupant of my left pocket. No problem feeling the vibe that way. Holsters are, as I've seen it put, the sartorial equivalent of wearing socks with sandals.
