BIS = BlackBerry Internet Service, your BB data plan is directly through your cell provider
BES = Blackberry Enterprise Server, your BB data plan is through your company's exchange server

With BIS, you have to set up your mailbox(es) online, through your cell provider's pages at blackberry.com. With BES, your exchange administrator will set up your email accounts.

And no, you can browse the internet with GPRS/3G/EDGE, as well as wif-fi, but you will need a data plan on your account to do this.
