It should not matter much at all what your OS is. However is you are using .282 make sure you are on 3g when tethering, as this will keep your speed at max.

isn't the wireless radio signal sometimes better though depending on OS and stuff, that is what some people say?

To my knowledge no. Your radio signal strenght will be factored by the device and how close is the nearest tower, now how many poeple are on that tower. You should be just as fine with any OS.
