For a Sprint device you need the MSL code to program it, which will remove the 'activation required' message. The MSL is unique to each device, and I believe you can only get it if the device was, at one time, activated (and have to get it from Sprint, not any 3rd party).
If you purchased directly from Sprint, they *might* be able to tell you what the code is for it.
