If you do not have a blackberry data plan (or if you do have a data plan on your account but it is not recognized from some reason) then you will not connect to the blackberry network, will not be able to use blackberry-branded data services, and the wifi icon will not switch to bright white.

Some users are not able to use wifi period without a blackberry data plan.

Note, blackberry data plan is data service specific for blackberrys, and not the regular mobile data service. Both are purchasd from your service provider, but the blackberry data plan is not the same thing as the generic mobile data plan.
