help unlocking A 9300

I have gone through the steps to unlock my 9300 from ATT and got the code accepted screen. I power down and power back up with TMOBILE sim in and it will not accept the sim...anyone have any ideas as to why. I heard that there are 2 levels to unlock???

Is the T-Mobile SIM provisioned correctly with the proper voice and data plans?
What happens with the T-Mobile SIM in the phone? Error message of some kind?
