My understanding is that WiFi uses a large amount of power and would drain the battery significantly faster. I used to have an iPhone and turning off the WiFi would make a big difference.
Perhaps RIM figured that the typical "on the go" BB users would favor longer battery life over a WiFi connection and choose to leave out the WiFi antenna and chip to keep the size of the Storm down or at least use the space that would have been needed for the WiFi antenna / chip for something else.
