| In the options settings there is a Language tab. You have the ability to choose some settings in there as well. However, if you do not have all the languages downloaded onto the device from the OS your options should be limited. I would check there first and see what kind of changes you can make. If need be, plug your device back into your DM and open the options to add/remove languages. It may give you some options.... Worst case scenario, wipe the device and download the OS again and perhaps it will "shock" the device back into acting normal (if it ever did).
My device is Canadian as well, however no issues like yours, nor have I ever heard of these issues. Oh, also, go in a re-send your service books (via BIS account).
