if i buy a unlocked storm today

if i bought one from somebody today would i be able to test out the phone to make sure its unlocked and make a quick phone call to see? or is it not possible?

If you are to use it on ATT, placed the ATT SIM in the Storm, and if unlocked, you will be able use the phone and SMS immediately.
