I don't understand your problem. Tethering is done over the data connection. The only way someone can tether is by using your phone

That's what I though until I ran the wizard and used another phone number and was able to connect.

It doesn't matter about the phone number you enter on the computer the data is charged to the phone that is physically acting as the modem.
