Default BlackBerry Storm BES filter not working

Our company received our first Storm and creating a filter on our BES server doesn't seem to work. I set up the filter exactly as I had for our 8830's and everything is sent to the device. The filter is basically setup so that only emails with BB or bb in the subject field are forwarded to the BlackBerry device.
The filter is called BB Forwarding, Enabled is True, Subject is BB;bb; and action is Forward. Then Forward messages to BlackBerry device is set to False.

These settings work for our 8830's. Only emails with BB or bb are forwarded to the 8830's. But when I used these same settings on our new Storm all emails are sent to the device.

Anyone have any suggestions?
