Yes, with a BB Data plan you will get the Browser for the internet, you will get BlackBerry Messenger, BlackBerry Maps, as well as access to other 3rd party applications.
BIS is for personal email (Hotmail, Gmail, Yahoo, AOL, etc)
BES is for corporate mail (Exchange, Domino, GroupWise)
