Default Memory Allocation Defined - Why can't I...

I have the .113 on my 9530 and a few applications installed, my question is why the difference between Applicaiton and Device memory? Are these kind of like the RAM and Hard Drive versions of memory management (like on a PC) for a phone?
When I install an application does it go in to Application or Device memory?
Are there any tools (like a file explorer) that allows me to see where files and applications are stored on my device - and allows me to move them around?
