Default Low on memory?

I went to download an app today and I got this message:

"The available application memory on this device is below 5.0 MB."

I have the 8GB microSD card in there and I hardly have any apps at all on the phone yet. Is it defaulting to saving items to the device rather than the card? If so, how do I make it save things to the card rather than the device?

Applications do not save to the card, they will be installed on the device only.

Is there just a very small amount of memory then? I do not have very many apps installed yet.
