BlackBerry Storm 9500 specifications:

* Quad-band: 850/900/1800/1900 MHz GSM®/GPRS/EDGE networks
* Single-band: 2100 MHz UMTS/HSPA networks
* Dual-band: 800/1900/ MHz CDMA/Ev-DO Rev A networks

Tmobile USA uses AWS 3G bands: 1700/2100 MHz UMTS/HSPA
At&T uses 3G bands: 850/1900 MHz UMTS

Therefore...because the BlackBerry Storm 9500 lacks the UMTS bands necessary for both Tmobile USA and At&t, it cannot use their 3G networks
