...my friends phone will not sync to either of our computers. One has windows 7 and the other has xp. My phone syncs without an issue so it must be something with his phone.

In each case windows views the connected device as having a problem.

Any suggestions on what I should do to his phone to make it sync properly?

Encountered the same issue with a friend's phone at work. She was finally able to access it with BBSAK, did a low level wipe, Apploader install and the phone could sync again with the DM.

Give it a shot.
