I have unlocked Tour from Verizon and trying to activate it on Bell Mobility network. Phone is working great but I can't seem to be able to get my data services working. Does anyone know how to enable data service?

Do you have the data plan with Bell? Try resending the service books. Go to option<advanced<host routing table<menu button and register now

Few CDMA carriers will activate another carrier's handsets on their networks. I don't know about Bell, but Sprint and Verizon have maintained strict policies against doing it. Like drugs, they just say no.

Yes I do have a data plan and went over programming changes and made all necessary changes. I also tried (several times) sending "register now message"
I think the problem is that I can't get authenticated on Blackebrry server.
My home IP is 0.0.0.0
I did changed by BB reg ID to 16420 but for some reason I can't get authenticated. Is this has anything to do with ESN and the fact that each provider has their own ESN numbers?

Yes, each provider has a master list of ESN's for BlackBerrys they sold themselves. Generally, if your ESN isn't on their list they won't activate you. Have you called Bell and spoken to a (somewhat) live human being? I know it's a last resort, and often an unpleasant experience, but sometimes you just have to bite the bullet and call.

Actually, I have spoken with a tech at Bell who happened to be very pleasent and willing to help. He gave me all appropriate settings but data service still didn't work. I was hopping that someone had similiar problem before and was able to resolve it. I was told that this is doable but so far I have not been able to figure it out...

Sounds like it's trouble on Bell's end. Have you logged into your Bell BIS page and entered the MEID/PIN for your device? Even if you have you might want to do it again, even if it's just typing the same numbers over what's listed there.
