Default Help with SIM card in India- -and Google Voice

So I have utterly confused myself now with more options than I can count.

I have US Cellular nationwide service with this Tour, and I am assuming that the phone is unlockable. I don't know what is available "locked" but when I turned on 3g/2g it said T-mobile. Didn't know that USCellular had a deal with Tmobile...

Regardless - say I unlock the phone, and I'm going to India. I know that google voice offers India-USA calls at 5 cents/minute. I get free incoming calls on CDMA USCellular network nationwide. I know that if i plug a number into my contacts list via the internet i can initiate a call from google voice which will cause it to contact me (incoming) and subsequently call the other party.

So as of now... I would like to have a way to make phone calls and access the internet on my Tour in india.... and i have no idea where to start. Also, the India-USA communication by google voice seems like a good idea. I suppose that this will be initiated over GSM unless i activate CDMA, initiate the call by google voice website, and then allow google to call me to connect with the other party.

Has anyone ironed out this stuff yet? I know very little but I have an idea that i will need to know quite a bit more-

any help would be much appreciated!
