Try confirming that the device is Enterprise Ready by using the readiness tool in the BESC. https://besc.webapps.blackberry.com/besc/dashboard/
Sounds to me like the device is missing the PROVISIONING service book, which enables wireless Enterprise Activation.
Try doing a 'Register Now' from the Host Routing Table. This should force the device to refresh its service books from the carrier.
