Default Blinking LED Error Code

Hey guys,
One of our employees across the country received his new Blackberry 9700, but I guess he's already having a problem. The screen went blank after taking it out of his holster. He ensured the battery was charged, even tried another battery. The only indication that this device is alive is the red LED light. Apparently this thing is blinking the following sequence over and over:

1 long, 3 short, 1 long (repeating)

Does anybody know what this means? I need to know whether I should deploy another phone out or if it is something we can take care of here in the IT department.
