Does that app have connection settings in options? For example, if it does, you might see options for connection type: Default / Wifi 1 / Wifi 2 / MDS / BIS-B / TCP. And if so, experiment. When connected to the mobile network, if Default doesn't work, then try BIS-B and then try TCP, and see what happens.
Only other idea I have iis the possibility of an IT policy, except the other services stream over mobile network with no trouble.
You should also try a hard reset if you haven't done it already.
