TQ | I believe it is hard coded into the Device ROM and cannot be change.
However, there seems to be a bug where the system will revert a AZERTY to a QWERTY keyboard because of an error in the programming. (Attached BTSC Bug Report Below) KB23092-AZERTY keyboard operates as QWERTY keyboard when input language is set to Chinese Simplified Pin Yin
However, this is using an old operating system and a specific language so I'm not sure how useful this is for you.
