From my experience, App World up to version 18.104.22.168 worked via wi-fi only. Since 22.214.171.124 it requires network connection (to check that you are in one of the countries covered by AppWorld I believe).
I fell in this trap, and managed to downgrade back to the previous release.
Check which version of AppWorld you are running.
