If you mean open an HTML file from the SDCard in the browser? I believe the answer is yes, though I haven't tried it myself. It would be easy to check. Copy a simple html file to a location on the SDCard, in the Media folder, press the menu button, select Explore. Navigate to the file and open it. People have reported that this works for JAD/COD file sets to install software on the device using the browser, so it should work for a simple HTML file.
